Symptoms

WebCenter Content: Imaging Input Agent is failing to import.  The Errors folder contains the input file with the below error message:

@New|IPM/InputAgent/Input/<ame.tif|OFR||<xxxxxxxxx>|<xxxxxxxxxx>|2018-08-22 00:00:01|New|17811|SuppAttach|00:00:01|IL||The input value 2018-08-22 00:00:01 could not be converted to a date. It does not conform to a short, medium or long date format for the current locale.
@Support|InvoiceImport|IPM/InputAgent/Input/<name>.XML||There is no valid document id to run the command on.

The following is seen in the IPM Diagnostic log:

oracle.imaging.InputAgentException: TCM-70021: The input value 2018-08-22 00:00:01 could not be converted to a date. It does not conform to a short, medium or long date format for the current locale.
  faultType: USAGE

oracle.imaging.InputAgentException: TCM-70025: There is no valid document id to run the command on.
  faultType: SYSTEM
