Starting Administration Server for ODI Domain Fails with "ONS configuration failed" or "oracle.ons.NoServersAvailable: Subscription time out" Errors (Doc ID 2453830.1)

When trying to create a new Java 2 Enterprise Edition (J2EE) domain to set up an Oracle Data Integrator (ODI) agent using the Configuration Wizard (config.cmd/sh), the following error occurs on the step named "Get RCU configuration":

CFGFWK-62419: Failed to bind the schema component data. Error message:
ONS configuration failed.

After following adding Java property "-Doracle.jdbc.fanEnabled=false" as recommended in <Document 2333150.1> - Retrieving Repository Data While Using the ODI Config Tool Results in "CFGFWK-64219: Failed To Bind The Schema Component Data", the domain creation was successful.

However, when starting the Administration server of the same ODI domain which was previously created, the following error occurs:
