A User Account Can Connect to WLS Console but not to FMW EM Console (Doc ID 2458717.1)

A user account can connect to WLS console but not to FMW EM console.

"weblogic" account is able to login to both.

Error text is shown as a pop-up window on login page, it reads:

The issue can be reproduced at will with the following steps:
1. Call EM Console: http://host:port/em
