WebCenter Content: Imaging SysAdmin Account Login Error "The User does not exist in the policy store" (Doc ID 2459581.1)

Symptoms

There is an error occurring for the Imaging System Administrator account:

The User does not exist in the policy store error in production environment

The Imaging log shows:

<Oct 12, 2018 8:13:22 AM EDT> <Error> <oracle.imaging.service.exceptions> <TCM-06012> <The User <username> does not exist in the policy store.

Users are unable to view images, and invoice tasks in EBS and SOA cannot be completed.  Single Sign-On (SSO) with Oracle Access Manager, Oracle Internet Directory, Oracle Traffic Director are partially implemented in this environment.
