Rebranding: WebLogic Login Page Not Working

Symptoms
Rebranding (Weblogic Administration Console Extensibility ) : WebLogic login page is not being opened
The steps outlined in following URL: https://docs.oracle.com/cd/E24329_01/web.1211/e24966/rebrand.htm#CNSLX145 were followed which was actually meant for WebLogic Server Version:12.1.1 for re-branding the logon page of WebLogic admin console.
This is being done per customer's requirement citing security issues detected by their internal audit security team.
The issue can be reproduced at will with the steps outlined in the following Oracle document

Issue has been surfaced when an attempt has been made to customize the page of WebLogic Admin console
