Symptoms
When user access a resource the policy cache checked and if the policy is not found in cache then an HTTP-404 is returned to the user. For example, the OAM diagnostic log will show an error such as:
No Authentication Policy found for <RESOURCE>
eg. No Authentication Policy found for /oim/faces/pages/Self.jspx
