EM showing "You do not have the permissions to view this region" for soa-infra

Symptoms
On : 12.2.1.0.0 version, BPEL Service Engine
ACTUAL BEHAVIOR
---------------
SOA Application Composites are down in clustered Prod
On a 2 node cluster, after a bounce on the server EM is not able to show any related information to soa-infra page
Servers are up and running and the services deployed on them are responding, nevertheless, In EM console is not showing any information related to soa-infra, the message reads
"You do not have the permissions to view this region"
Besides that it was noticed that if you go to soainfrastructure / security / Application roles is not showing the roles neither
EXPECTED BEHAVIOR

To be able to see soa-infra information (sever stratus, partitions, deployed composites) on EM
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Access EM with weblogic user
2. Expand the SOA and click on soa-infra
3. Page displays with error "You do not have the permissions to view this region"
