Symptoms
After upgrading OPatch to 13.9.4.0, to apply latest PSU on Weblogic 12.2.1.3, createReportsToolsInstance WLST command fails with the below errors:
Error ----- wls:/base_domain/serverConfig/> createReportsToolsInstance(instanceName='reptools4',machine='AdminServerMachine')
Location changed to edit custom tree. This is a writable tree with No root.
