DIP Not Getting Upgraded 12c after OID/DIP Upgrade (Doc ID 2462340.1)

Symptoms

Followed all the steps mentioned in the below upgrade guide.
OID is successfully upgraded to 12.2.1.3.0 but DIP is still in 11.1.1.9.0 version.
