Security Roles are not visible and creating new user is not happening from EM (Doc ID 2462419.1)

Symptoms

On : 11.1.1.7.0 version, FMW Control

ACTUAL BEHAVIOR
---------------
Cannot see groups and roles under EM console

EXPECTED BEHAVIOR
-----------------------
Groups and roles should be visible in EM console

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Login to weblogic console
2. using security relams, created the user named "readonly"
3. Assign "Monitor" group for the above user
4. Login with EM console with "Administrator" privilege.
5. Right click on the "soa-infra" --> security --> Application Roles
