Problem Changing Password For OIM 12.2.1.3 (Doc ID 2463183.1)

Symptoms


When trying to change password using OIM self service console, it errors about old password validation.
This is happening to all users.

New instance, not upgraded.

Passwords in USR table are encrypted.

IAM-3040012 : The password change operation failed while validating old password.
