Web Application Very Slow, With High Number of Web Sessions and Heap Usage (Doc ID 2464516.1)

Symptoms

Web application becomes gradually very slow, also noticed high number of web sessions and heap size usage increasing gradually and after a few days the servers needs to be re-cycled.

This started to occurr after applying PSU 12.1.3 April/2017, and noticed in all following PSUs same behavior.
