Coherence - Federation Participant Is Not Reconnecting (Doc ID 2466243.1)

Goal

Coherence Federation is setup as Active-Active topology with 2 Participants. When connection to Participant2 is lost (due to restarting participant 1 or due to some other network issues), it did not try to connect to the same host later when there was no connection issue. Federation was not happening. Is this expected behavior? Is there any way to overcome this issue?
