12c: Reports Builder Crashes With REP-50125 Error (Doc ID 2467109.1)

Symptoms

Reports Builder 12c crashes and gives the following errors when try to execute rwbuilder.exe:

REP-0003: Global preference file cannot be opened
REP-50125: rwbuilder.conf:java.lang.NullPointerException

Changes

 This is a new installation of Forms and Reports 12c.
