TRS_MIG is still INVALID after execution of trs/trs_soa_scripts.sql (Doc ID 2467410.1)

Symptoms

Recreated the TRS packages that described in the following knowledge.  As a result, 6 objects (TRS_DEC, TRS_FAB, TRS_HWF, TRS_MED, TRS_SOA AND TRS_BPEL) changed into VALID, but TRS_MIG was still INVALID.

 SOA 12.2.1 Package SOAINFRA.TRS_BPEL fails to compile due to error, 'PLS-00302' (Doc ID 2086721.1)
