High CPU utilization when using webforms (Doc ID 2469389.1)

Symptoms

In a test with over 20 people executing instances against webforms a huge CPU spike is observed which makes the system unusable.

When reviewing thread dumps we notice the cause occurs from the NotificationService, which is part of the engine that generates emails to notify users of assigned/etc human tasks
