Symptoms
The issue reported in Internal bugs 26750569/27293599. Trying to compile a Program Unit / Package Spec that contains a bind variable results in an ASSERT in package body error. However, applying PATCH 27293599 does not resolve the error and the issue continues to reproduce even after applying the patch.
