Symptoms
On : 11.1.1.8.0 version, WebCenter Sites
SVG vanity blob url returning 500 error. For example, the following svg vanity url not working, and returning 500 error:
http://hostname/some/image.svg?blobheadername1=Content-Type&blobheadervalue1=image/svg+xml&blobnocache=false

The issue can be reproduced at will with the following steps:
1. load following url in browser
http://hostname/some/image.svg?blobheadername1=Content-Type&blobheadervalue1=image/svg+xml&blobnocache=false
