Can not Access Application in WebLogic 12.1.3.0.0 After Upgrade to Java 1.8.0_181

Symptoms
After upgrading to JDK 1.8_0_181 from JDK 1.8.0_131, the web application cannot be accessed through the browser.
One is prompted for their certificate and PIN number and then the following message is seen
"Page cannot be displayed"
Also, the browser says turn on TLS 1.0, TLS 1.1 and 1.2 in the advanced settings.
No apparent errors are seen in the logs despite setting SSL and JSSE debugs.
