Symptoms

Error while installing Oracle HTTP Server on Windows.

During the copy phase of the installation, an error is seen at the 4% point.

java.lang.Exception: oracle.sysman.oii.oiif.oiifb.OiifbEndIterateException: java.io.FileNotFoundException: <ORACLE_HOME> \ perl \ lib \ auto \ Win32API \ File \ File.dll.AAA (Access is denied)

The issue occurs using an Administrator user and "Run as Administrator" being used. The ORACLE_HOME is not on a shared file system and is owned by the user installing the product.
