Java WebStart Applications Packaged with Microsoft App-V Fail to Launch after Java SE 8 Update 102 (Doc ID 2476611.1)

Symptoms

Web applications do not start after upgrading to Java SE 8 Update 102 and later.  This occurs for JNLP / Java WebStart applications that are packaged with Microsoft App-V,1 using any browser, both 32-bit and 64-bit.  The jp2launcher.exe runs for one to two seconds in task manager and then exits.  The Java splash screen may be seen for a few seconds and then disappears.  With process monitoring, you see only one javaws instance is created, whereas, with all previous Java SE versions, two javaws instances are created.  JNLP files do not open.  No Java pop-up messages are displayed.  No application windows open.  No trace files are created.

The problem occurs only within the App-V virtual application environment.  Installing the JRE and launching the web application directly on the operating system works normally.  This issue affects Java SE versions:
  Java SE 8 Update 102 through Java SE 8 Update 172 public release (8u102, 8u111, 8u112, 8u121... 8u172)
