Problem with OVD User Group Permission in SOA and WebCenter Portal (Doc ID 2476811.1)

Symptoms

In a WebCenter Portal (WCP) 11.1.1.9.0 configured with Oracle Virtual Directory (OVD) Server, users are given proper access to WCP and SOA Suite. However, permissions are not granted properly or as expected.

In WCP when attempting to add user <USERNAME> to a role membership, the following error occurs:

GUI ERROR
-----------------------
You do not have access.

LOG ERROR
-----------------------
<MANAGED_SERVERNAME>.out reports:

oracle.webcenter.peopleconnections.profile.ProfileException: User: <USERNAME> not found in identity store.

When doing a user search in the provider in WebLogic Console, the group and the user are returned correctly.  When searching within BPM and through the Portal, they also display as expected.
