Trying to Set a Password Dictionary File from the OAM Console a Blank PopUp Window is Shown (Doc ID 2477504.1)

Symptoms

When setting up an OAM password policy one of the options is to select a password dictionary file which contains a list of words that are deemed unacceptable as a user password. When a valid file is entered and the 'apply' button clicked a pop-up dialog box appears with a title of "Error" and an "Ok" button but there is no error message/description shown.

The OAM diagnostic log will show the following java stack trace:
