Site Capture Labels are Not Rendering in the UI (Doc ID 2478907.1)

Symptoms

The locale translation labels for the Site Capture UI are not rendering as expected. Where a label or button should be, there is a "dvin/..." path instead.

HAR file from reproduction of issue shows incorrect reference to the fw/sls/en-us.js url which has been changed from an absolute URL to a relative URL:
