Oracle HTTP Server Installation Fails in an OBIEE 12c R2 12.2.1.3+ Home - 'Errors were found during POM generation' / 'ohs does not exist'

Symptoms
When installing and configuring OBIEE 12.2.1.3 for the first time, the Oracle HTTP Server (OHS) was not selected. When trying later, the OBIEE domain cannot be extended after the initial session.
The only choice is to obtain the OHS distribution for a separate installation. Installing Oracle HTTP Server 12.2.1.3 into the OBIEE 12.2.1.3 home then fails with error, D:\Oracle_MW\MW_Product_12.2.1.3\ohs not existing.
STEPS:
The issue can be reproduced at will with the following steps:
1. Install Oracle Fusion Middleware Infrastructure 12.2.1.3
2. Install OBIEE 12.2.1.3 in the above Oracle Home.
3. Configure the OBIEE domain, do not choose to configure OHS at this time.
4. Obtain the OHS Distribution media and install OHS 12.2.1.3 in the above Oracle Home.
5. Receive 'Errors were found during POM generation. Please check the logs for more information'
6. Manually delete POM files mentioned in the OHS install log to complete the installation.
7. Configure OHS 12.2.1.3 in the above Oracle Home -- the D:\Oracle_MW\MW_Product_12.2.1.3\ohs does not exist.
Due to this issue, users cannot configure OHS/OBIEE 12.2.1.3 colocated environment.
