OID Status Showing Down in Fusion Middleware Control 12c (Doc ID 2483659.1)

Symptoms

OID component 12.2.1.3 is showing down in Fusion middleware control.
Even the DMS spy shows the component as Shutdown.

To access DMS spy :  http://<admin_host>:<admin_port>/dms

 

 

 

Followed the below article and applied <Patch 27860879> and <Patch 26649795> , but still the issue happens.

OID 12c: Enterprise Manager (EM) Fusion Middleware (FMW) Control 12c Does Not Target OID Components (Doc ID 2316672.1)
