Multiple ODI Integration Jobs Using the Same Database Sequence are Taking Longer Than Expected (Doc ID 2487145.1)

Symptoms

On Oracle Data Integrator (ODI) using Oracle Database 12.1.0.2, multiple concurrent jobs utilize the same database sequence to specify what data they transfer from a common table, which is partitioned and pulled based on an identifier unique to each job.

While these jobs used to finish in a few minutes, they are now taking about ten times as long. Even separately at the original time, the jobs are slow. Re-executing the jobs thirty minutes later results in the expected times. There was no data volume change or additional jobs added to the schedule.
