Oracle Identity Governance (OIG) 12c: Unable To Successfully Use REST API to Modify the Status of a User (Doc ID 2487683.1)

Symptoms

Unable to successfully use REST API to modify the status of a user while trying to call the following REST API from Oracle Identity Manager Self Service when submitting "PUT /iam/governance/selfservice/api/v1/users/{uuid}".

The PUT is documented in the OIG REST API documentation.   But the documentation never states which user attributes may be modified and which ones may not.

When trying to call the api with the following body using any external client e.g. POSTMAN , it is failing :
