JDeveloper is Slow or Irresponsive (Doc ID 2488025.1)

Symptoms

Installed JDeveloper 12.2.1.3.0 on a Windows 7 enterprise machine with 16GB RAM and i7 processor. 
It is in general very slow and unresponsive. Especially opening a JSF page in a new ADF Fusion Web Application.

Previous JDeveloper 11.1.1.9.0 and 11.1.2.4.0 versions are running fast without issues.

Steps to replicate the issue :

1. Create new ADF Fusion Web Application. application. File--> new application--> ADF Fusion Web Application--> Ok--> Finish
2. The right click ViewController project--> New--> page--> Oracle Three Column Layout
3. Keep the page open
4. Restart JDeveloper
5. When JDeveloper opens and tries to open the new JSF page in design mode, it takes a long time.

The following was tried in an effort to resolve the issue with no success: 

a) Memory was increased in ide.conf to

e) Change the default view of JSF pages to start in source instead of design view
