Symptoms
In Identity System Administration, try to create a new Access Policy.
Choose Policy Owner type: User and then click on the text box with search lens.
The lookup goes in timeout and so unable to assign owner to the new policy, which is a mandatory field.

"Failure of Web Server bridge: No backend server available for connection: timed out after 10 seconds or idempotent set to OFF or method not idempotent."
