ODSEE 11g: The "dsconf" Command Fails for OS Users Not Owning ODSEE Instance (Doc ID 2491043.1)

Symptoms

While running the dsconf command as a user other than ODSEE installed user (i.e DS_USER), the secure port is not working. The dsconf command fails for the OS_ADMIN user. 

The dsconf command works as the DS_USER user, who owns ODSEE Directory.
