COMPOSITE Fails To Deploy After Upgrading From 11.1.1.7 to 11.1.1.9 (Doc ID 2492109.1)

Symptoms

After migrating 11.1.1.7 to 11.1.1.9, some composite failed to deploy (at startup) with following error.
