WebCenter Enterprise Capture Batch is Unlocked if the Commit Fails (Doc ID 2494414.1)

Goal

We have a business scenario where users are not suppose to view any other users documents since it is very confidential and when users upload a document in WebCenter Enterprise Capture and enters an invalid metadata or failed committing to webcenter content, a batch gets unlocked and document is available to other users which is violates the confidentiality of the document.  Is it possible to keep the batch locked to that specific user in the case of a failed commit?
