OUD 11g/12c - Why do the OUD Connection Metrics in cn=Monitor using "ldapsearch" Display "1" or Greater After a Restart? (Doc ID 2498215.1)

Goal

When viewing monitoring information using the cn=monitor entry, the "***Connections" metrics are expected to display "0" after a restart of the instance.

LDAP clients have not connected to Oracle Unified Directory (OUD) yet because OUD was just restarted.

Why are the connection metrics not "0"?

For example:

$ ldapsearch -h <HOST> -p <PORT> --useSSL -D "cn=<DS_ADMIN>" -w <PASSWORD> -b "cn=monitor" -s base "(objectclass=*)"
...
maxConnections: 1
currentConnections: 1
totalConnections: 1
