Why are Oracle Unified Directory Connection Metrics in Cn=Monitor from Ldapsearch Output Not "0" But Always "1" or Over? (Doc ID 2498215.1)

Goal

When viewing monitoring information using the cn=monitor entry, the "***Connections" metrics are displayed to not "0" but "1". No LDAP clients have not connected to Oracle Unified Directory (OUD) yet because OUD was just restarted. Why are the connection metrics not "0" but "1"?

E.g.)

$ ldapsearch -h oudserver -p 4444 --useSSL -D "cn=Directory Manager" -w ******* -b "cn=monitor" -s base "(objectclass=*)"
...
maxConnections: 1
currentConnections: 1
totalConnections: 1
