Symptoms

The following error is received while trying to install Oracle Data Integrator (ODI) on a Windows Server 2016 Virtual Machine (VM):


The issue can be reproduced at will with the following steps:

1. Attempt a new installation of ODI Studio 12c on a Windows Server 2016 VM.
2. Observe that the installation process fails with the error stack indicated above.
