Running Form Using Forms Standalone Launch (FSAL) Fails with Error "WEBUTIL_C_API.REBIND_PARAMETER Will Not Work" (Doc ID 2502819.1)

Using Forms 12c, the following error dialog box occurs when the forms application is started with Forms Standalone (FSAL):

oracle.forms.webutil.cApi.CApiFunctions bean not found.
WEBUTIL_C_API.REBIND_PARAMETER will not work.
[OK]

The error occurs only when started with FSAL. Running directly from browser works fine:
