JDBC Application Intermittent Connectivity Issue With RAC Database - ORA-12514 (Doc ID 2503289.1)

Symptoms

Applications face intermittent JDBC connectivity issue against a RAC database.
Sometimes connections succeed, and on other times they fail with the following error: 

ORA-12514, TNS:listener does not currently know of service requested in connect descriptor

The issue  began to occur when the database on node 1 had to be restarted ,

No errors observed in all the node listener logs or SCAN_Listener logs.
No errors observed in the alert logs.
