Symptoms
1. October 2018 CPU WLS 12.2.1.3 Patch 28298734 was applied to WLS in a 12.2.1.3 Forms installation.
2. A webutil enabled form, which was previously working before the patch, now shows this error when run: "Webutil Oracle.forms.webutil.file.FileFunctions bean not found.: WEBUTIL_HOST. Execute will not work" .
