Connection to WebCenter Portal from JDeveloper Returns: "HTTP 406 Response" (Doc ID 2504384.1)

Symptoms

When trying to connect to WebCenter Portal from JDeveloper, and error occurs:

Error code HTTP 406 - Not acceptable

Observed that the content type of the request is text/xml when the 406 error is returned, however when the content type of the request is sent as application/xml, then a valid response is returned.
