Enterprise Capture Launch Client Button Returns the Error "Please enter the credentials and click ok to login" (Doc ID 2504689.1)

Symptoms

User is getting the below message when the WebCenter Enterprise Capture (WEC) Launch client is clicked. 

Please enter the credentials and click ok to login

However this same user can access from different machine. This confirms the SSO configuration and other related settings are working fine.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Point browser to /dc-client.
2. Login to SSO.
3. Point browser to /dc-client/faces/dc-client.jspx.
4. Click Launch Client.
5. Notice the error message.

Fresh 12.2.1.3 install, SSO implemented
