Unable to use UTL_DBWS to Connect to Web Service that Requires TLS1.2 from 11.2.0.x Database, Error is "Connection reset by peer"

Symptoms
After a working UTL_DBWS package is changed to use a new https URL the web service stops working.
It is running in 11.2.0.1 database and the old URL was using http.
The error contains,
"Connection reset by peer"
Other errors could occur depending on the error handling and other changes to the code.
Changes
Web Service provider has change the URL to use from http to https. This could also occur if the provider has updated to a later Web server that requires TLS 1.2 from using TLS1.0 or 1.1 previously.
