Capture Server Stopped Picking Up Files From the Folder Import Processor

There are multiple Import Processor types configured on the WebCenter Enterprise Capture server. With both Email and and Folder Import processors configured and running, after a period of time the Folder Import Processor jobs are not picking up any files in the folders. The Import Processor jms queue (capture-jms-module!capture-batchinput-queue) is also full of messages.
When it happens, if the Email Import Processors are changed to offline, the files are picked up in the folder locations.
Both the Email and Folder Import Processors are configured for a import frequency of 1 minute.
