WebCenter Portal Server Connection Fails (Doc ID 2508314.1)

Symptoms

WCP 12.2.1.3.0 version.
Using JDeveloper and creating a WebCenter Portal Server Connection (the connection) Fails.

PortalServerConnectionContext loadCache
WARNING: An exception occurred while retrieving resources: [GET list of portals failed].


The issue can be reproduced at will with the following steps:
1)  In JDeveloper
     a. Create an Asset Application

     b. Create a connection to the machine with WebCenter Portal 12.2.1.3 installed/patched
         + example: connection => New => WebC
enter Portal Server Connection

2) Provided a connection name and the host on which WCP instance is running
    a. Host: http://<HOSTNAME>
    b. Port: <PORT>
    c. Service Path: /rest/api/v1/resourceIndex
    d. Username: <USERNAME>
    c. Password: <PASSWORD>

3) When using refresh on the new connection it fails with "[GET list of portals failed]".
