Can the WebCenter Content UI Annotation Viewer zoom level be configured? (Doc ID 2509640.1)

Goal

When using WebCenter Content UI and in the Annotation viewer, is it possible for a user to set a default zoom level as a user preference, so when other users log into the system they could have the it as default?
