DB 11g on Windows: DBMS_LDAP / ldapbind Fails to Connect to TLS Enabled Active Directory "ORA-31202: DBMS_LDAP: LDAP client/server error: SSL handshake failed" (Doc ID 2511076.1)

Symptoms

This issue is specific to Database installed on Windows platform

Trying to connect to Active Directory using DBMS_LDAP fails with the following error

ORA-31202: DBMS_LDAP: LDAP client/server error: SSL handshake failed

Testing ldapbind from the Database ORACLE_HOME\bin folder also fails with "SSL handshake failed" error

Testing ldapbind from a Linux Database box to the same Active Directory works fine

Database already has the required MES patches applied for TLS support as documneted in Doc ID 2274242.1
