Upgraded only SOA to version 12.2.1.3.0 - adding a WCC BPEL process fails with error: Null pointer is dereferenced (Doc ID 2511914.1)

Symptoms

When attempting to add a WCC BPEL process, the following error occurs:

The issue can be reproduced at will with the following steps:
  Go to Administration - Oracle BPEL Administration - Process Configurations - Process Menu - Add Process

Changes

Upgraded SOA to version 12.2.1.3.0.

WebCenter Content (WCC) version is still older 12.2.1.0.0.
