GoldenGate Manager Fails To Start When XAGENABLE And USERIDALIAS In MGR.prm Is Used (Doc ID 2517211.1)

Symptoms

OGG manager does not start when ->XAGENABLE
is present in GLOBALS
file and mgr.prm has USERIDALIAS configured.

ggserr.log shows

ERROR OGG-00303 Oracle GoldenGate Manager for Oracle, mgr.prm: OCI Error ORA (status = 12154-ORA-12154: TNS:could not resolve the connect identifier specified).
ERROR OGG-01668 Oracle GoldenGate Manager for Oracle, mgr.prm: PROCESS ABENDING.
