High Load On Delivery Servers When Many Invalid Vanity Urls Are Requested

Goal
Our delivery servers are performing too slow when there are many invalid vanity URL requests for e.g. http://{hostname}/global-en/home works fine but any request which is not valid like http://{hostname}/global-en/home1 and so on takes too much time in order to get response. If such requests are hugely incoming then delivery server is not fast responsive and we see very high load on delivery server.
We would like to know how we can optimize WebReferences table if the rows within runs into millions? Do we need to index this table or fragment this particular table?
