Symptoms

OSB 12.2.1.3 running on WebLogic 12.2.1.3 with a single managed server; the SQL Server 2016 Datasources unreachable and stuck threads being generated in Admin and Managed servers. This is impacting transaction flow for the connected Data Source.

Admin and Managed servers are in warning state due to stuck threads. It do not untarget the Datasource .
