DeploymentOrder Does Not Work In RESTful Management Interface of WebLogic (Doc ID 2519437.1)

Symptoms

When using RESTful Management Service to deploy application WebLogic Server, deploymentOrder does not work. 
Deployment result is SUCCESS but the Deployment Order is always 100 (which is the weblogic default).
